- For the purpose of sale or resale
- To obtain names and addresses for the purpose of solicitation
- For the sale of names and addresses to another for the purpose of solicitation
- For any purpose that can reasonably anticipate the receipt of monetary gain from the direct use of the public record

Commercial Use
Pursuant to Arizona Revised Statute 39-121.03 , when requests for copies, printouts, photographs, or any other public records are for a commercial purpose, the requestor must provide a statement setting forth the commercial purpose for which the
requested records will be used.
For commercial requests, the City of Scottsdale is authorized to charge the fees set forth in A.R.S. Section 39-121.03 along with the value of reproduction on the commercial market as best determined by the City.
